For a temporary walk-around, I'll use boto3 [add_client_id_to_open_id_connect_provider](https://boto3.amazonaws.com/v1/documentation/api/latest/reference/services/iam/client/add_client_id_to_open_id_connect_provider.html) in the downstream script for now.
