@Mohit-Aasirwal You don't need to be assigned, you can open a Draft pull-request and mention this issue in the comments. Then people will know you are working on this.

@Juanlu001 I think that's a good idea!! I've tried to email institutions for them to advertise it, but student associations are very good channel!!
