Why is there no movement on this pr? This change doesn't even change the JavaScript code it just fixes the type to reflect the truth.

useSetState add lazy initialization

This actually already works. [(`initialState` is just passed to `setState`)](https://github.com/streamich/react-use/blob/master/src/useSetState.ts#L6) It's just a matter of updating the types to allow it.
