@jchodera: I like the per-edge approach given by @richardjgowers above.
I would like to remove `targets.yml`; it is redundant relative to the directories themeselves, and can easily get out of sync.
@jchodera : this should entail pulling elements from spreadsheet linked by @bobym into `targets.yml` for each target.
Can we put a checklist here for criteria that must pass to keep a benchmark system, derived from the best practices paper?
To clarify, we may be able to keep Jnk1 as a target, but will use a different structure. Thanks @jchodera!

From @mikemhenry: perhaps we make a PR template that features a checklist for new targets?
Perhaps we can make `TargetSet` alternatively take a directory path as an input, and avoid global state in the module?
