[Runtime Configuration] `publicRuntimeConfig` is empty when you first land on static pages and then navigate to SSR pages

To add to this, the `404.js` page cannot be turned into SSR page: ``` Error: `pages/404` can not have getInitialProps/getServerSideProps, https://nextjs.org/docs/messages/404-get-initial-props ``` So this is sort of a deadlock situation....
