I will try to refactor tck logic so it needs only one index.json (currently we have index.json in tests root, metadata root, and in each metadata folder).

I am not sure what to do in this case. @fniephaus since you are more familiar with `libraries-and-frameworks` list, what do you think?

@fniephaus please review this pull request when possible as we are planning to have a new release of reachability metadata (+Native Build Tools) soon.
