Need for maintenance branches of CMIP6-cmor-tables (one per DR version)

@taylor13 Should I recreate the 01.00.20 tables with `int_missing_value` and merge to master. The latest tables won't be `01.00.21` though and people will have to checkout the tags.

1. It is not change to`CMIP6`!!!! Are you using PrePARE or CMOR? PrePARE does not/cannot change the input file. CMOR3 create the file, so it will change the value. 1....

So it turns out that we were using a very old version of libcurl. RedHat 6.7 has libcurl-7.19.7-46.el6.i686 which does not have the same SSL connection especially the TLS connection....
