`winget upgrade --all` gets cancelled if `winget` needs to be updated

I encountered the same problem today on my work laptop. `winget -v` returns `v1.7.10861`. At the same time, on the other laptop, everything upgraded fine and `winget -v` returns `v1.7.11132`.
