Add ability to link uploaded file directly to CID

currently all uploaded files get put in a directory cid by default

addObserver eventually stops observing

so far i have only seen this happen with js-waku used in a browser (have not tested node) ..and i am currently using the testnet (since prod has been fritzy)...

improve fallback behavior for queryHistory

when no message history is present the library will log to console that no history is present but i cant catch this in anyway
