[backend][file] Support nil FileInfo when error, since go 1.10

Ref: https://github.com/golang/go/issues/26425 This helps if the monitored file was removed between discover and fileinfo.

Now almost only imports are tested. It would be nice to make it self testable somehow. Like `travis_after_all https://travis-ci.org test-mode`, but the code should not become overwelmed by `ifs`
