When resizing survey this error occurs in safari

Based on https://surveyjs.answerdesk.io/internal/ticket/details/T10140 and https://surveyjs.answerdesk.io/internal/ticket/details/T9923. Based on users feedback tooltip errors which appear in panel/paneldynamic are inconvenient.

Use https://plotly.com/javascript/reference/layout/yaxis/#layout-yaxis-categoryorder. May be we should get rid of sorting in our Visualizers

When table's state or question's ready value are changed, we call refresh method that rerender whole target element.
