With the latest DLLs, Restrict Categories now allows me to add an event but it does not display on the Calendar. If I uncheck Restrict Categories the event displays.

Yes! Also, I discovered by accident that if you set "Filter Events by Category" to "All" and check Restrict Categories the module throws an error when either adding or editing....
