I think it is a good idea to extend `storeSelectorOp` to support the _prefer strategy_. My concern is that the maintenance cost of periodically pulling statistics may be too high....

Empty value is not supported

The problem is not as simple as it seems, because client's unionstore(memberbuffer) also uses empty value to indicate deletion.
