Thank you! Looks like the common part (besides Ubuntu and libclientmysql) is "older RDS MysSQL version". We'll try to upgrade the database first, and see if that fixes the issue.

Update: upgrading the AWS RDS DB didn't fix the issue. As it looks like a core bug, we gave up investigating and also resorted to downgrading libmysqlclient. Ubuntu 18 +...
