This issue has fortunately been fixed by this change: https://github.com/PCSX2/pcsx2/pull/7654 I am closing this report then, Thank you for your work.

I'm reopening this issue because I went and tried to run the game recently and apparently not only the performance drop is back but the dog skin is broken now....
