Manage template-sets within eclipse

As an eclipse user, I want to manage my template-sets so that I can customize my generation.

Acceptance Criteria

  • [ ] A new sub-menu entry should be implemented for the package explorer and project explorer named CobiGen > manage template-sets
  • [ ] Clicking on the menu entry, the manage template-sets dialog implemented by #1454 should be opened
