create-admin-user adds multiple incorrect roles

If the user is already an admin, running the CLI causes assignment of incorrect role IDs

I've tried this a few different ways and if the user is already an admin I get the expected user is already an admin message, and the roles of the user are unchanged. I wonder if the incorrect role ids were related to #180
