Increasing the level-0 db file size, as in https://github.com/ethereum/go-ethereum/pull/18203, obviates the need for changing the directory structure. 👍
I'm not fully synced yet, but at 3.3M blocks, it's got 1000 files in the chaindata directory.

I'm seeing #3123 also and modifying the served HTML appears to be a way to fix it.
