Rare case. But, IIRC, found the issue in users' envs. Fixed before v1.11.0-rc2.

RDs can update the `commit` and `tag` of `spdk` and `go-spdk-helper` in the l[onghorn/dep-versions versions.json](https://github.com/longhorn/dep-versions/blob/master/versions.json) by triggering https://github.com/longhorn/dep-versions/actions/workflows/update-dep-version.yml. cc @longhorn/dev
