I have found the culprit for slow dom0 provisioning: `qubes-vm-update` for the fedora template, regardless of whether or not it actually installed fedora-41-xfce. I opened an issue for this: https://github.com/freedomofpress/securedrop-workstation/issues/1279
If [failhard](https://github.com/freedomofpress/securedrop-workstation/issues/232) is implemented, this issue may be less relevant.
