Are you running two instances of Shotcut?
Yeah there is some weird performance issue with multiple instances and not just on Windows. I have seen it on macOS too.
@bkauler You must install the build for the binary to locate the QML files it loads at run-time per the [README.md](https://github.com/mltframework/shotcut/#from-command-line).
