ci: Run tests on Windows in GitHub Action

**This is just a draft!** It seems that we sometimes have Windows-only issues (mostly installation issues, hopefully). Having a CI that runs on Windows looks useful.

fix: Replace use of deprecated `pkg_resources` by `importlib`

`pkg_resources` is deprecated (https://setuptools.pypa.io/en/latest/pkg_resources.html). Closes #65.
