It was easier to scrap the plugin and just use some scripting around az pipelines - ie using the az cli

you get a permission denied because the IAM has not been assigned yet - so instead you do this sequence: 1) create KV 2) create IAM 3) create contact resource,...

could this be merged and released?

I have a few PRs in (and one merged already) to clean things up. Also CI is added so it is faster and safer to move around. Follow the PRs...
