So after investigating, this error only occurs when no VS exist ``` kg apply -f-

This will be fixed in v1.17.0

This is incorporated in OSS [v1.17.0-beta33](https://github.com/solo-io/gloo/releases/tag/v1.17.0-beta33) and Enterprise v1.17.0-rc1

This will be fixed in 1.17.0
