I had the same one. After finding the solution to this error for a whole day, I found the answer in https://github.com/microsoft/WSL/issues/7068#issuecomment-1304559607 and it works.

First, please check if you have it on your BIOS, and if all the features needed (Hyper-V, Virtual Machine Platform, Windows Hypervisor Platform, and Windows Subsystem for Linux) in optionalfeatures.exe...
