It's a while since I've worked on this, but the error that you're getting from the command line is due to missing environment variables, see http://www.perlfect.com/articles/cgi_env.shtml . I haven't tried...
I don't know of any other C web frameworks, but there's CppCMS and WT for C++ and there's also frameworks for other fast languages like lua, haskell and ocaml.
One thing that could be done to lessen the problem over time would be to stop crates.io allowing new crates with underscores (assuming hyphens are preferred).
