I reverted back to Visual Studio 2019 16.8.6 and it worked for me. However I don't know if that actually solved the issue but I had just updated to VS...

Since I've upgraded to Visual Studio 16.10.0 it seems to be working. My co worker also mentioned that running VS as admin worked for him.
