尝试一下低版本的tensorflow，我用tensorflow-gpu-1.10.0 cuda9跑需要1.0s，用tensorflow-gpu-1.4.1 cuda8跑只要170ms（所有实验都是在1080ti上实现的），具体什么原因我也没有弄清楚，你可以修改环境试试
