Add a Linter

Propose to integrate a linter with CI and/or `Makefile`. It would help translators detect common rST syntax errors and focus more on semantics.

Fix "fuzzy" mark on `library/smtplib.po` There is a "fuzzy" mark indicating that a translator's review is required. Once the sentence has been corrected, you can remove the "fuzzy" mark line....

Translate `library/io`.
