Tooltips were added instead of description. 

I cannot replicate this bug. Just installed all 3 plugins and it seems to work.

- short description functionality was disable by default, you can enable it from screen options - paid only checkbox was removed if the Download has been attached to a product...

"Debug Download" meta box was added and it's working properly.

A global DLM settings page in multisite environments was created 


I added many downloads and ran performance tests, all seems ok.
