@mshabunin added set/get methods for all parameters and `vector` for scales. Removed unnecessary parameter for NMS box threshold as I was able to derive that based on the impl internals....

For docs, should I update the [existing tutorial](https://github.com/opencv/opencv/blob/ae347ab493110eb774189fa6e533838ad498da5d/doc/tutorials/others/barcode_detect_and_decode.markdown#L4) with new methods and bump version to 4.10?
