Have you also tried to set a fixed quota ("Kontingent") for each user, (e.g."10 GB") instead of "standard" or "unlimited"?

So the issue here seems to be the "TOTP" setting. I'm running Nextcloud 16.0.3 & Thunderbird 60.8.0 (64bit), but **without** "TOTP" and filelink still works perfectly fine.
@biva: if you already have the Nextcloud client at hand you could also generate the link there and just paste it in Thunderbird. Thats even faster and optionally password protected....
Same here with v1.7. Although the click on the button "authorize" succeeds and the details are shown correctly, Thunderbird displays an error in the JS console?!
