If you installed winevdm with the inf file then it'll just work. If it couldn't find winevdm it would put up an "This app can't run on your pc" error.

You forget the "set WINEDEBUG=+all,-snoop,-ldt,-fixup,-module,-global,-local,-disasm,-syslevel,-thunk" command.
Turns out this is a color mode problem, when it says it needs to be in 256 color mode it's not kidding. It starts and runs if DIBPallette=1 is uncommented...
The text box is a separate window and DWM compositing, which cannot be disabled on windows 8+, breaks this. Lode runner 3 (https://github.com/otya128/winevdm/issues/176) has a similar problem.
I don't think there are any good solutions. There are ways to make windows use a color key mask for transparency which does work here but it causes other problems....
FWIW, I just tried civ2 and it seemed to work fine. I couldn't find which version it is though.
I've found it to fail to show anythingin the help window and sometimes crash if run directly from the cd. After setup, it works properly.
I don't think so. I'm using the windows 10 builtin iso mount.
