We are facing the same problem. We set this annotation `aws-load-balancer-manage-backend-security-group-rules:false` at k8s service level. We expect that controller will not manage the backend rules. But it is not working...

I am getting this ` Error: secrets not found `on `terraform apply` . It works on the second `terraform apply`. Not sure what is happening here.
