Still waiting for the passage of time.

We still want this, no progress.

We have larger effort around tracing for 2022-Q4

This needs to wait until 2021-12-02. We did not describe what parts of the API were "private" until 2020-12-02.

Unfortunately application developers need types from `::google::cloud::storage::testing` to mock the library. We should fix #7142 before this cleanup.

Still waiting for #7142 to get fixed.

Actually it is simpler see #4388

This may not be a good starting issue for an external contributor, testing is fairly difficult.

This is a OKR for this quarter.
