I think, that session doesn't work (write doesn't allowed).
I don't know your situation, but it looks like problem with session (Session can't start and all requests redirect you to /session/login). I think, you should looking for PHP session...

"Is new?" flag is searched by unique error hash and isn't binded with last builds directly. And the "Is new?" works just about I decribe (Errors from last running/pennding build...
And your 2 variants isn't similar. "New erorrs" counts for all time (not for only last build).
