I think this is because the HTML implicit grouping by name `` doesn't require a grouping container element.
That would throw a validator warning, which may be okay as long as it doesn't warn on the valid, non-grouped usage of HTML radios. I don't have a strong opinion...

Perhaps an automatically updated list (ReSpec classname hook?) outside the spec, so we could combine exceptions from multiple specs into a WPT-testable list?
