sm-crypto [#14](https://github.com/antherd/sm-crypto/issues/14) sm4 cbc 模式设置Sm4Options无效 ，而且没有修复的意思，建议弃坑。

**Feature Proposed** 为了使用方便，我把家里的windows RDP 服务通过 rathole 暴露在公网上，一段时间后发现有好几拨人一直在暴力撞库破解我的登录密码，因此我用[governor crate](https://crates.io/crates/governor) 加上了该服务端口的访问频率限制，暴力破解请求立马安静了。我感觉或许其他人应该也有相同的需求场景，可以通过配置来启用和配置rate limit 策略，不知道PO主意下如何？可行的话我可以提交PR，当然PO主亲自实现是最好。 **Use Case** 限制暴露在外的内网访服务问频率，防止暴力访问和破解。
