DM false positives when driving west at sunrise or east at sunset

Describe the bug

This route has a slew of driver monitoring false positives that ultimately prevent openpilot from re-engaging. This is a really bad behavior for all users who drive west at sunrise or east at sunset.

Did you have always-on DM enabled? If so, is this still an issue after #35834?

The DM warnings happened while openpilot was engaged; I ultimately rebooted my 3X to re-engage.

The reason I opened this bug report was not that "expected: temporary lockout, actual: permanent lockout."

The reason was that there should not have been a tooDistracted lockout in the first place. DM has consistent false positives when driving west at sunrise or east at sunset (I usually work around driver detection failures by sharing the dcam with my hand). It's very un-chill for FPs to lead to a lockout state.

I can confirm that 0.10.1 DM seems to lose face tracking and throw false positives when wearing sunglasses and my face is partially obscured by bright sunlight / sun visor shade. Sometimes I move my head to use the visor or rearview mirror to block the sun. I always have to move my head around and allow the sun to hit my eyes to get the warning to go away. This model does seem to allow looking both directions at intersections more than past models. It really hates when I'm looking left and waiting for a car to pass. Any way to train the DM to allow looking both ways at intersections when Vehicle speed < 3 mph?
