PlotJuggler doesn't show all (CAN) values if timestamp is the same

This screenshot is of the same section posted in the description of https://github.com/commaai/openpilot/pull/35019#issue-2994998293.

@adeebshihadeh this is why I thought it skipped values. Cabana correctly shows the message caught up well under our 2s timeout and never skipped a counter. PJ bug not car bug!

I wonder how many other skipping counter cases I've seen were actually just delayed messages, and not as severe car bugs...

Just thinking out loud, and not a priority, but I wonder how nice it would be if Cabana could take over the last few bits that PJ offers us (plotting all services, and mainly custom functions)...
