Log upload doesn't listen to cellular metered toggle

Describe the bug

Cannot upload logs via cellular hotspot. I have unlimited wifi hostspot in my car, plus unlimited wifi hotspot from my phone.

Comma detects both types of hotspots as cellular, and connect.comma.ai refuses to upload logs, saying "waiting for wireless signal".

I would expect that the "cellular tethering" option in network advanced options should override this and allow log upload. Tried it both on and off, and it makes no difference, I cannot upload logs.

I have to instead get out of the car onto house wifi in order to upload logs.

Using latest nightly build of 0.99.
