test_models: test carcontrollers generate sendable actuation messages

At first this will just test the actuation limits and set controls_allowed to True always, then we need to fix the multitude of errors when you let safety run independant in a follow up PR. This still catches mismatched angle/torque/accel limits like this bug: https://github.com/commaai/openpilot/pull/24260/commits/297b32379b5ce3b164ad7cfc588efdf0de332be4
