CI: openpilot repo relative path caching

Description [](A description of the refactor, including the goals it accomplishes.) For #30161, currently have made the compilation of selfdrive folder to relative path only.

Added unittest for relative caching, once submodule PR is merged, then I can add the test to GHA CI

Currently waiting for opendbc PR to merge.
