VW MQB: Redundant brake pressed signals

Description

Improve brake-pressed detection to fix a drivetrain coordinator fault on MQB-A0 vehicles using openpilot longitudinal control. The rationale for this change is explained in the associated Panda safety PR commaai/panda#1137.

Verification

Stress test of the affected driving circumstances.
