draft - Honda: fix random forced disengagements in Bosch radarless
Bosch radarless drivers are experiencing random cruise faults and disengagements.
Review of log shows that this is due to improperly active stock LKAS, presumably timing out with no user wheel touch, causing cruise faults.
This issue was proposed to be fixed in openpilot pr31022, but was abandoned. This pr migrates that fix into opendbc.

Updating that test run seems to have disabled LKAS, but tester is reporting the car still faults. Awaiting rerun with rlogs for further research.

question, did you see this is causing an issue in the most recent milestone of 0.10.0? if im rememebering the milestone correctly.
