Ford: bump curvature rate limits

Now that we dynamically allow a max curvature from a static max lateral acceleration and speed for Q4, we should be able to yet again bump the curvature rate limits to maximize lateral jerk at all speeds. The current break point list is very limiting for this, and allows near 0 jerk at low speed

The EPS still has very low curvature rate limits. If we are already hitting the EPS curvature rate limit, then close this.
