I'm fine to force merge this and backport to 8.15, we just need the new conflict to be resolved first.
We should backport this to the active minors, it seems like it should be fine to put in a patch and these metrics are frequently viewed.

`.fleet-policies` is written by the Fleet plugin in Kibana correct? So the problem may be Kibana after all.
