Set up backend tests on Windows

The Windows self-hosted runner with npcap has been setup. When running `nox -s pytest` the test fails with WinSock error [WSAEADDRNOTAVAIL] (see [here ](https://zubaxrobotics.slack.com/team/UMDKGS293)for details). This requires some application debugging.
