The gist is that `base` options are always applied, and the default is only applied when no format is provided?

@ef4 I have had similar experiences trying to use yarn 2. For what it's worth, PnP was introduced in yarn classic. You might have a better time testing with that...

FWIW, yarn 2.1 is out now and seems better.
