Bazel rules fail to build on MacOS (Darwin x86_64)

@aohren You are correct that the rule is currently hardcoded for linux only. This should be fixed.

Nuget package for library

We expect that this generator will eventually be released as a nuget package; however we have no plans to do so soon.

Model weight download error.

I confirm that I am also unable to download the `701-categories-DAMO-YOLO-S` model weights from the provided link. If this could be restored that would be very helpful. Thank you.
